Public Policy Position Agenda 2006


Introduction


Children's Bureau, Inc. has a 155-year history of serving the best interest of children and families and advocating for policy changes that assure a brighter future for our young. In keeping with that legacy, our board and staff share this public policy agenda to inform and encourage others to voice their opinions about the needs of vulnerable children and their families.

The mission of Children's Bureau, Inc. (CBI) is to support and assist vulnerable and high risk children and their families. Our vision is to develop a healthy family for every child.

Position Summary:
  Children's Bureau, Inc. supports families and encourages the investment to keep them together in times of crisis. In addition, Children’s Bureau supports the appropriate reuniting of families where disruptions occur. When out-of- home services are needed for a child, a continuum of services that can appropriately meet the varying clinical needs of children in the least restrictive environment is needed. Children's Bureau believes in eliminating all barriers to families adopting or foster parenting, such as limited financial resources, race, sexual orientation, marital status, ethnicity, or disabilities. Efforts must be continuous to make safe, loving, permanent homes available to all children.



Position Summary:
  Children's Bureau, Inc. supports efforts to reduce poverty and create work environments that helps families move to self-sufficiency. Three out of four children living in poverty has a family member that worked full or part-time and one in three children had a family member with year-round, full-time employment. Every child should have their basic needs met, including shelter, child care, food and health care.



Position Summary:
  Children’s Bureau, Inc. (CBI) supports initiatives designed to prevent families from entering the child welfare system by expanding and enhancing education, resources, and assistance for parents and other caregivers. CBI believes that the well-being of children is directly connected to the stability and strength of families, and that by strengthening and supporting families, the risk for child abuse and neglect will be reduced.



Position Summary:
  Children’s Bureau, Inc. (CBI) supports efforts to decrease violence in families and neighborhoods that affect the well being of children. CBI supports policies that ensure adequate provision of services to protect children and prevent child abuse and neglect. CBI opposes any changes in statute that might bring risk or harm to children. Special focus has been directed towards child abuse and neglect, domestic violence and gun violence.



Position Summary:
  Funding appropriate services for at-risk children and their families is a critical component to helping vulnerable children become successful. Children’s Bureau, Inc. believes that all children are entitled to protection, care and the best services to maintain or achieve a safe and permanent family and to become a contributing member of society. State, local and federal government must participate in adequately funding prevention, treatment and placement services for children who are abused and/or neglected and for children who are at-risk of maltreatment.

  Children’s Bureau, Inc. believes in the use of alternative discipline methods in the classroom that consider individual situations and supports prevention programs that focus on the successful completion of high school for all of Indiana’s youth.
