A Life Changed
A letter from Carrie Henderson, Board Chairman, Children's Bureau

Children's Bureau changed my life forever. I was given up for adoption by my birth mother 42 years ago. I don't know the exact circumstances of how l ended up at Children's Bureau's doorstep, but I do know that this agency provided me with my family. I was adopted through Children's Bureau from an orphanage when I was 3 months old. I owe this agency the wonderful, happy life that I have. This agency gave me my loving parents, Gene and Mary Lou Henderson, and two older brothers, Joe and Andy Henderson, also adopted through Children's Bureau. Occasionally, I get a bit overwhelmed thinking about what could have happened to me if I didn't land at the doorstep of the Children's Bureau. I can't express the gratitude I feel for the agency, and I am living proof of the successful implementation of our mission to provide children with a healthy family.

In order to provide at-risk children an improved life and increased opportunities, dramatic change is often necessary. The Children's Bureau plays a pivotal role in this change. One of the definitions of change is to make or become different. Every time Children's Bureau provides a loving, safe foster home or provides a permanent home to a child, lives change. Every time Children's Bureau provides residential care to young men and women lives change. Every time Children's Bureau helps a child transition out of the child welfare, system to live independently, lives change. When Children's Bureau provides services to children and parents that focus on family care, preservation and re-unification when appropriate, lives are changed. It is the intention of every program that Children's Bureau offers to positively change the lives of the children and the adults who love these children.

Children's Bureau's mission is to support and assist children and families who are at risk. We are dedicated to improving the quality of life for children in our community. Our vision is to help develop a healthy family for every child. If you are a supporter of the Children's Bureau, the mission and vision are nothing new, however I think it's important to congratulate this wonderful agency for staying true to its mission day after day, year after year for more than 152 years. This is not an easy accomplishment in today's changing environment of funding pressures, socio-economic conditions and the changing needs of at-risk children and their families.

2003 was an extremely proactive and productive year for the Children's Bureau. We operated 27 programs and served countless children and families. Children's Bureau provided rewarding work for more than 200 dedicated employees. We completed two major building projects, the Faye Biccard Glick Family Place and the Rachel Glick Courage Center. The agency was reaccredited by the Council On Accreditation for services to children and families which measures programs by the highest national industry standards. Children's Bureau has remained accredited since 1979.

Children's Bureau is an agency with a rare blend of much needed and effective programs coupled with fiscal responsibility. For the last several years the
agency has outperformed their budget and in 2003 enjoyed a
consolidated (along with its endowment) increase in net assets of
1.36 million dollars. Programs are operated by directors that
understand and care deeply about their participants. Program
directors also develop and understand their operating budgets,
manage this budget and report directly to the board throughout
the year.

A letter from Ron D. Carpenter, President/CEO, Children's Bureau

It has been a satisfying year. Not because of all of our collective accomplishments, rather because together those accomplishments came in the face of tremendous odds and challenges. Our staff consistently stretched themselves to meet service goals in spite of shrinking contracts, increased competition, a slow economy and physical moved to new facilities. They worked long hours and improved their efficiency as well. To a high degree, we have developed a performance driven culture. To that end, our staff has given much this past year in their pursuit of excellence and to mend broken children and families.

As the CEO of this wonderful organization, I plan to re-emphasize the basics in the coming years: valuing employees by supporting professional and personal growth coupled with competative compensation and benefits, focusing on quality service in ever improving facilities, developing competent middle managers, constant assessment of can we be better, attending to ethical practice and innovation, and promoting good old fashioned customer service. And to make it all work, growing our community awareness, what we do and how our communities can better support us. Many community leaders who were inverviewed for our Feasibility Study wanted to know what is Children's Bureau's vision and where are we going? I attempted to capture our vision as I interpreted it in my article that appreared in the December 2003 issue of our award winning Caring Connection community newsletter. Restated here: Children's Bureau continues to evolve and position itself as one of the solutions to meet the growing scourge of child abuse and neglect. We are evolving by leveraging our position or leadership in the child welfare arena. With our tradition of innovation, we continue to improve on the existing tried and true program services we offer. We continue to attend to collaborative opportunities with other private child protection servicing agencies through mutual service strategies and mergers. Lastly, we will continue to invest in being an advocative catalyst at national, state and local levels pushing and prodding for appropriate and constructive public policy changes on how our most vulnerable children are protected and saved.

I opened with a quote and I will close with one as well that represents what it means to be part of Children's Bureau. I am obviously excited and enthusiastice bout not only my association with Children's Bureau, what it stands for, and all it does, but also for what is a sacred journey for which we are all a part. To bring love and happiness to another, expecially a child, is a spiritual endeavor and one that leaves a concrete legacy long after we have moved on.

It's life changing!

"Whenever I think about my childhood, it seems as if it were another lifetime that belonged to someone else. My childhood was very lonely. I was often frightened, angry and frustrated. I remember thinking, "God, it can't always be like this. Some day I'll be happy like everyone else.' And I was right. Today, I no longer look back wtih sadness or bitterness because life is good. I believe Children's Bureau played an important part in how my life changed."

Pamela Monroe is the oldest of threee children in her family. She was 6 years old when her alcoholic parents began to leave her alone with her siblings while they closed the bars. At the age of 9, her parents divorced and her life spiraled to an all time low. Pamela was expected to clean house, cook, wash, care for her siblings, go to school and work in the fields with other migrant workers. Her family moved around a lot over the next 6 years, and her mother brought home many 'boy friends' causing the home atmosphere to become very tense. There were often drunken arguments and brawls that twice landed her mother in the hospital. Each time, she and her siblings were placed in temporary foster care. When her mother recovered, the children were returned back into the cycle of uncertainty.

At age 15, Pamela's family moved back to Indianapolis, where events occurred that forever changed her life. Her guidance counselor and teacher noticed bruises on Pamela and for the third and final time, she and her siblings were removed from her mother's care and placed in foster homes.

Children's BUreau placed her in one of the group homes. For the first time in her life she was encouraged to be a child and have fun. She learned what it was like to be in a family situation where she was allowed to voice her opinions without fear of punishment or humiliation.

"I was treated with respect and was reminded frequently that I had worth. Praise was the order of the day, not degradation. Everyone was patient and kind, teaching me that I could break the cycle and lead a productive life. They made me realize I am somebody."

Pamela graduated high school and went on to graduate from nursing school and has been a pediatric nurse since that time.

"I have spent the last 30 years loving and caring for children in
need of compassion, understanding and love. The very least I can do is
give back to the community some of what I received in my time of need.
You'll never realize the impact you have made on a child's life
until you become involved."

Children's Bureau Accomplishments
for 2003

Children's Bureau, Inc. merged with the Exchange Club Family Resource Center in Anderson.

The merger enabled the center to expand services significantly to the Anderson Community. The Exchange Club Family Resource Center provides programs, services and activities that help prevent child abuse, neglect and lower family stress.

The Resource Center offers the Parents as Teachers program. This program assists parents in caring for their children suring different developmental stages. Another program offered is Any Child, a home-based abuse prevention and family preservation program.

The Resource Center is contracted by the Madison County Office of Family and Children to provide supervised visitation. This service allows visitat between parents and their children who are in out-of-home placements. The Resource Center is also now providing parenting assessments for Madison County. To help expand program services to even more families, the United Way of Madison County recently awarded the Resource Center with a $20,000 grant.

Children's Bureau of Indianapolis, Inc. changed its name to Children's Bureau, Inc.

The new name reflects the broadening of our services to children across the state of Indiana. In the Bureau's 152 year. history, the name has changed a few times to reflect the changing needs of the community and the programs offered by the agency.


Fay Biccard Glick Family Place opens.

Children's Bureau, Inc. received financial contributions to build the new Family Place at the corner of 38th street and Temple from foundations, corporations and individuals.

The current Family Place is one block down from where the former Homes for Black Children (HBC) office was located.

The current Family Place is one block down from where the former Homes for Black Children (HBC) office was located. HBC began in the meadows area in 1979. The new facility is a neighborhood anchor offering resources and assistance to children and families.

The building is named after local entrepreneur and philanthropist Gene Glick's mother, Fay Biccard Glick. The Fay Biccard Glick Family Place currently houses serveral programs, including special needs adoption; teen pregnancy programs; foster, adoption and kinship care training (FAKT); therapeutic foster care; family preservation programs; counseling; family group conferencing; and the Homes for Black Children Initiative.

Courage Center moves to new, larger location.

The Rachel Glick Courage Center moved to the new top-notch facility near 21st and Central in Indianapolis.

The center, which houses the Retreat program was named after Gene Glick's grandmother, Rachel Glick. The facility now serves more children, with a larger classroom, private family visitation rooms and closer access to the resident's families and to the courts.

Child Care Development Fund added to the Children's Bureau family of services.

On October 1, 2003, Children's Bureau began administering teh Child Care Development Fund (CCDF). CCDF is a federal program that assists low-income families in obtaining affordable child care. The program's priorities include serving impact (a welfare to work program) and those individuals who are transitioning from public assistance, so they can work or attend training/education.

Children's Bureau will administer the grant for the next two years and will collaborate with the local community groups such as the Step Ahead Council.
