The Foster, Adoption, Kinship Training (FAKT) program is designed to assist families interested in foster care, adoption or kinship care with their training needs. Training is provided for residents of Marion and surrounding counties, private agencies or self-referrals. There are several convenient Indianapolis locations and various evening and weekend classes to choose from. Twenty hours of pre-service training is required for foster/kinship care while an additional six hours are needed for adoptive families. Continuing education hours and Infant/Child/Adult CPR, First Aid and Universal Precautions classes are also available. SPECIAL NEEDS ADOPTION/FOSTER CARE PROCESS

What are the steps and procedures to adopting or fostering a special needs child? The following steps generally occur once you have decided to consider adoption or foster care.


Once you have decided to become a foster/adoptive parent, call to reserve a place in the Institute of Human Services (IHS) training at 317-545-5284 ext. 239. This training is required for all families pursuing special needs adoption, foster care and relative care.
   
At the training, you will sign a release that will allow the office to obtain a state criminal history check, Child Protective Services check, and check the Sex Offenders' registry. Releases are signed during the orientation meeting.
   

You must obtain three levels of criminal history checks.

First, you must obtain a local criminal history check from your county police department. You must follow the procedures at their department. No forms are given out during training for this. If you live in Marion County, please go to your neighborhood police station and follow their procedure.

Second, a limited Criminal History check is completed which is an Indiana State form. These forms are available during orientation. Fill out your name on the side that says "Limited Criminal History" and return it to the trainer for processing. We will send in the form on your behalf (free of charge). The form will then be returned to the licensing (or adoption) agent assigned to do your home study.

NOTE: If you return the form to the Indiana State Police, you will be required to pay $10.00 for processing.

If working with Children's' Bureau, pre-adoptive families must obtain a federal FBI/NCIC check. Form letters, fingerprint cards and an instruction sheet are in your application packet.

   
Once the items in Step 3 have been received, your county or agency will compete a home study.
   
Prior to the approval of the home study, you will review the study and discuss the information in the home study with your worker
   
After it is approved, you will be given a copy of your home study.

Indiana Adoption History Registry
The Indiana State Department of Health has established an adoption history registry for adult adoptees and birth parents. This registry is considered a mutual consent registry, meaning that if both parties agree to exchange identifying information, the exchange will be made. Click here for more information.

Note: Universal Precautions is also called Prevention of Communicable Diseases and is usually a part of the First Aid training - be sure that it is. The CPR training should be Adult, Child and Infant CPR
