President and CEO

Tina Cloer‘s upbringing in an at-risk family that struggled to find self-sufficiency makes her the quintessential leader for Children’s Bureau. As president and CEO, Tina is forward thinking and committed to ensuring that agency services achieve the best outcomes for children and families. She understands the importance of clinically proven best practices to address the human condition and progressive business practices when providing strategic direction for a $30 million nonprofit. She is an expert in the development of services in child welfare, child abuse prevention and mental health. She has more than 20 years’ experience in strategic planning, leadership, nonprofit fiscal management and program development. She participates on several advisory committees and is a board member of IARCA. Tina holds an M.S. in management from Indiana Wesleyan University, in addition to an undergraduate degree from DePauw University. She resides in Indianapolis with her husband of 25 years and three children.

Officers of the Board of Directors

Chair, Nick Shelton, is an owner and vice president of sales and marketing at Shelton Machinery & Concept Machinery, where he has served for 17 years. He is a Purdue alum who enjoys introducing high school students to U.S. manufacturing opportunities.

Vice Chair, Joe Breen, is a senior vice president and Indiana Commercial Banking Manager at Huntington Bank. Joe brings a lifetime of financial experience to the board; he is a graduate of Purdue University and received an MBA from Butler University.

Secretary, Carrie Houston, is director of human resources for Ice Miller LLP. She previously worked for Irwin Union Bank and Central Indiana Community Foundation and brings 15 years of HR expertise to our board.

Treasurer, Matt Nelson, is a Managing Director at JP Morgan Asset Management. He is an Indiana University graduate and a Chartered Financial Analyst. Matt was a Big Brother through Big Brothers Big Sisters of Central Indiana.

Immediate Past Chair, Donna Reynolds, is Principal of C:3 Consulting.  She is a communications and writing specialist and has been a business owner since 2002. Donna  graduated from The Ohio State University  and completed graduate work at IUPUI.

Children’s Bureau Foundation Board

This board oversees the Children’s Bureau endowment.  It is a seperate 501(C)3 that supports Children’s Bureau, Inc.
